What I think is that Ukitake's power is able to turn back time. Why do I think that ? Because of the givens in the last chapter. Kyōraku's eye was there, and he seemed a little surprised of the situation. What could have happened ? Well, I think he "summoned Kyōraku from the past. That also explains why he kept asking all the time about the building. He was wondering if the buildings would still be there if Ukitake used his power to go back in time and restore them. He also asks Ukitake a question, which probably implements if it's safe to use that power. "I hope they'll be sound, right ?"
That is most likely all for the first theory.
interessante  in effetti quel dialogo è parecchio confusionario ed è aperto a molte interpretazioni, comunque richiamare il kyoraku del passato non la vedo come una cosa utile, almeno che non possa cambiare il passato preparando la SS all'attacco degli SR, ma se kubo si mette a giocare con i paradossi temporali... si salvi chi può 
per il capitolo nuovo spero che continui con bach e ichibei e magari una panoramica sulle altre guardie reali, l'azione si è spostata li e accantonarla per un intero capitolo spezzerebbe troppo il ritmo secondo me
